Overall objective: To have municipalities with local development strategies ready for implementation, and human capacities capable of developing strategies on their own in the future.
Specific objective: To provide target municipalities with technical and training assistance in making of local development strategies.
Results:
- Transforming strategy into annual work plan aligned with the local government budget
- Strenghtening the local development management function
- Strenghtening local project capacity
- Fostering partnership and dialogue between local governments and private sector
- Improving knowledge and skills for strategy monitoring, annual reporting and following year’s operational and financial planing
PLOD Center is in charge of:

- Coordinating local stakeholders
- Development of project proposals and development measures
- Making of situation analasys
- Organizing education programme and providing material
- Organization of workgroups
